Order routing is the moment of truth in supply chain execution. When an order arrives, the routing decision determines which distribution center will fulfill it, which carrier will transport it, at what cost, and with what probability of on-time delivery. It is the single highest-leverage decision in the order-to-cash cycle — and in most organizations, it is made by a static rulebook that was last updated 12–18 months ago.

Static routing is not a strategy. It is a liability masquerading as a process.

The conventional order routing engine operates on pre-computed rules: fixed DC assignments by region, fixed carrier preferences by order value, fixed allocation priorities by customer tier. These rules are correct at the moment they are written. They degrade in accuracy with every operational change that occurs after the rulebook meeting adjourns — a carrier lane that becomes congested, a DC that hits capacity, a customer whose sentiment has deteriorated, a margin calculation that no longer reflects current freight costs.
